Liu Youbin, inspector of the Mission Department of the Ministry of Environmental Protection, introduced that recently, the central editorial office approved the transformation of the environmental protection supervision centers of the Ministry of Environmental Protection in North China, East China, South China, Northwest China, Southwest China and Northeast China from institutions to administrative agencies dispatched by the Ministry of Environmental Protection, and renamed them the North China, East China, South China, Northwest China and Northeast China respectively.
Liu Youbin said that at present, the Ministry of Environmental Protection has issued a "three-set" plan for each supervision bureau, clarified its main responsibilities, internal institutions and staffing, and re-appointed the directors of each supervision bureau, and all work is progressing in a coordinated and orderly manner.
Liu Youbin said that since the regional supervision center was piloted in 2002 and fully established in 2008, it has played an active role in strengthening China’s environmental protection supervision and law enforcement, actively responding to environmental emergencies, and effectively coordinating cross-provincial pollution disputes. However, because it has always been a public institution, it has affected the authority of supervision and law enforcement. This time, the inspection center has completed the transformation to the inspection bureau as a dispatched administrative agency, which has solved the problem of the law enforcement identity of the inspection center and will effectively promote the modernization of the national environmental governance system and governance capacity.
Liu Youbin emphasized that the six regional supervision bureaus will further strengthen the function of "supervising government", work together with the State Environmental Protection Supervision Office to build a national environmental protection "supervising government" system, further improve the environmental protection supervision system, and provide a strong guarantee for the central environmental protection supervision work.
