  Affected by the continuous heavy rainfall in Sichuan Basin, the Yangtze River formed the No.5 flood in 2020, and the Jialing River formed the No.2 flood in 2020. Many hydrological stations along the Yangtze River and Jialing River have exceeded the guaranteed water level, and the main rivers in our city are welcoming the biggest flood after entering the flood season this year. The flood will continue to have a great impact on Tongnan, Tongliang, Hechuan, Beibei, Yongchuan, Jiangjin and the downtown area of the main city. At 14: 00 on August 18th, our city has upgraded and issued a Class I emergency response for flood prevention.

  In the face of the raging flood, all localities and departments in our city thoroughly implemented the spirit of the important instructions of the Supreme Leader General Secretary and the decision-making arrangements of the CPC Central Committee, resolutely put the mission in mind and shouldered the responsibility, and went all out to prevent major floods, seize major risks and save major disasters, keep an eye on weak links, seize key parts, never relax, stand ready and guard against death, and build indestructible "solid dams" on the front line of flood control to protect people’s lives and property.

Jiang Shijia, secretary of Jinrong Community, stood on the platform on the second floor at No.2 Cinan Street, which was besieged by the flood. Some of them shouted anxiously to the shore-to reduce potential safety hazards, at this time, the Ciqikou area was cut off from power and gas, and the oxygen inhalation machine could not work.

  The street cadres who organized the evacuation on the shore sent this help information to the street work group and the ancient town shop group. After weighing, everyone decided to evacuate people to avoid potential safety hazards caused by generator work.

  At this time, Wang Guirong, a community resident, also rushed into the cordon and said with tears: "The serious patient who needs oxygen is my brother Wang Ping. If he doesn’t take oxygen for a long time, he will be in danger. Please help him!"

  In order to reinforce Jiang Shijia, five emergency rescue teams, consisting of members of the street urban management team and members of the emergency rescue team in the eastern part of Shapingba District, waded through the deep water in the middle of their thighs and carried stretchers provided by 120 ambulances into No.2 Cinan Street.

  After more than 10 minutes, members of the rescue team and Jiang Shijia carried a stretcher and slowly walked along the outdoor stairs to the water’s edge.

  "Slow down, slow down!" Someone shouted.

  There are only five or six meters of flood and a dozen steps between No.2 and No.4 platform of Cinan Street. However, in order to walk more smoothly and safely, the group waded to the alley more than 20 meters away. This journey usually takes only 10 seconds, and the group walked for more than a minute.

  After landing, the medical staff made a simple check on Wang Ping and said, "No problem!" Hearing the doctor’s words, several rescuers heaved a sigh of relief, and Wang Guirong’s eyes were red with excitement.

  "The water level will reach the highest level at noon tomorrow, and we have to continue fighting." Jiang Shijia looked at the distant ambulance and said, "When the flood is over, I must have a good sleep!"

  Tongliang anju

  Hold your ground day and night and guard the dike to ensure safety.

  As of 18: 00 on August 18th, the water level of Tongjiang Anju section of Fujiang River has exceeded 220.18 meters for 24 consecutive hours, and the Anju dike continues to run beyond the guaranteed water level.

  In order to ensure the safe operation of the Anjuchang dike and ensure the safety of people’s lives and property in Anjuchang town, a team of more than 100 people, including local public security, fire fighting and emergency rescue departments, stayed on the Anjuchang dike day and night.

  "Always staring at the river, basically every 10 minutes, a team member will check the water level gauge and report it at any time." Xiong Yongliang, a member of the full-time comprehensive emergency rescue team in Tongliang District, said that at night, the team members took a strong flashlight to check, "to ensure that the water level changes at any time."

  Surging floods keep pounding the embankment, and the highest water level is only 0.12 meters away from the flood control standard of 220.3 meters designed by the embankment. Standing on the dike, facing the devastating flood, many people are beating drums in their hearts.

  At the water level monitoring point about 500 meters upstream of Anju Dike, Du Feizheng, a post-90s generation, and water conservancy technicians observed the change of water level every half hour and uploaded the data to the local flood control headquarters in time. Although it is only a simple operation, Du Fei has been working day and night for 48 hours.

  "There are signs of water seepage on the slope on one side of the dike. If it collapses here, the consequences will be unimaginable." Zhan Jun, deputy director of the People’s Armed Forces Department of Tongliang District, said that in order to prevent the danger caused by water seepage, more than 100 local party member cadres, militia and emergency rescue team members have been carrying sandbags and continuously strengthening the wave wall on the dike since receiving the order on August 17.

  "This flood is the biggest flood test experienced since the completion of the flood control dike." Zhang Chenghong, head of the Water Conservancy R&D Center of Tongliang District Water Conservancy Bureau, said that the Anju Dike was completed in 2018, and the design standard is to prevent floods once every 10 years.

  "Our first priority is to ensure the safety of personnel. The first batch of people under 221 meters were all transferred before 20: 00 on August 18, and now the people under 223 meters are transferred. At present, the transfer task of more than 5,000 people has been completed." Tian Wei, a senior engineer of the Municipal Water Conservancy Bureau, said that the local authorities also ensured the safety of dikes by strengthening dikes and repairing flood discharge pumping stations, and tried their best to ensure that Anjuchang Town did not get water and the property of ordinary people was not lost.

  As of 16: 00 on August 18th, the water level in Baisha Town, jiangjin district was 202.3m, exceeding the guaranteed water level by 1.3m.. There are 4 water-crossing streets in Baisha urban area, and the affected population of communities along the river and wading villages is 21,000. It is predicted that there will be a flood peak water level of 205.6m in Baisha Town around 23: 00 on August 19th, which is 4.6m beyond the guaranteed water level (201m).

  "After receiving the hydrological forecast, we immediately organized an emergency team of government officials and more than 1,000 people to carry out the work of persuading shops along the street and evacuating people." According to the relevant person in charge of the town, in just one or two hours, the town has completed the traffic control of four main roads in Linjiang and their related areas and branches, and set up warning checkpoints in key areas to arrange special classes for 24 hours to guard against death, prohibit vehicles from entering and persuade people to leave the water.

  On August 18th, the No.2 flood of Jialing River in 2020 transited Hechuan District, and Hechuan City was flooded. The district upgraded the emergency response to flood control to Grade II, and arranged 61 district-level departments and 1,479 government cadres to "report" on the flood control front line of three sub-district offices in the city to assist in flood control and disaster relief work.

  Beibei Zheng wharf

  Move the masses ahead of time, leaving no one behind.

  On August 18th, the No.2 flood of Jialing River in 2020 crossed Beibei, and the main pier along the river trail in the old city of Beibei was completely submerged by the flood. The local authorities organized mass transfer in advance, and 1,168 affected people were placed in safe areas.

  At noon on August 18th, Chongqing Daily reporter saw at the scene that some shops along the riverside had been flooded, and all intersections leading to the riverside had been closed with baffles. The main pier square has also set up a cordon to prohibit the masses from entering. Binjiang road, Beibei implements traffic control and prohibits vehicles from passing.

  Starting from the 16th, Beibei District launched an emergency plan in time to do a good job in the transfer of personnel and materials in threatened areas to ensure the safety of people’s lives and property. As of 9: 00 am on the 18th, Beibei District has transferred 1168 people, including 115 merchants.

  On August 18th, the public security organs at all levels in our city heard of the "flood season" and moved to the area along the Yangtze River to help evacuate people, and implemented traffic control on some flooded roads to prevent citizens from accidentally entering and fully protect people’s lives and property.

  At 7: 50 in the morning, there were many disasters in the wellhead street of Shapingba District. The wellhead police station immediately divided the police and auxiliary police into rescue teams and went to the disaster-stricken areas to fight floods and provide disaster relief. Zhou Xiaoyong, a policeman, rushed to the wellhead farmer’s market and found that most of the bottom facade had been flooded, and some merchants were scrambling to transport goods to high places. Zhou Xiaoyong immediately told the market staff to cut off the electricity to prevent accidents, and called people to help the masses rob the property.

  At about 8 o’clock, Ciqikou Police Station received the warning notice of flood peak crossing. Sun Songhua, director of Ciqikou Police Station, quickly led the team members to the homes of merchants and residents along the Yangtze River to publicize the transfer policy from door to door. At 8: 10, Sun Songhua received an instruction that the water level had risen to the area of Goose Slab in Ciqikou, and the merchants along the line had to move immediately. Sun Songhua quickly worked with colleagues to help merchants transfer materials. After more than five hours of hard work, all the on-site merchants were safely transferred.

  On the afternoon of the 18th, the flood continued to rise, flooding the road under the Chuqimen Viaduct in Changbin Road, Yuzhong District, making it impossible for vehicles to pass.

After learning the situation, the South Bank police immediately sent police to the scene to conduct temporary traffic control on Nanbin Road, Nanbin Road in the direction of the Yangtze River Bridge from Yuzhong to the South Bank, Nanbin Road in the exhibition center, Nanbin Road in Yanyu Road, the lower exit of Longmen Road and the lower exit of Tengbin Road, prohibiting all social vehicles from entering Nanbin Road, and reminding the surrounding residents who are bullish on water to pay attention to safety.

  Multi-district county emergency management bureau

  Set up on-site headquarters in key positions for garrison dispatch.

  In order to firmly hold the goal of "zero death" in flood transit, the Municipal Emergency Management Bureau sent several working groups to supervise and direct the relevant districts and counties along the Jialing River and the Yangtze River. The emergency management bureaus of 15 districts and counties along the Fujiang River, Jialing River and Yangtze River set up on-site headquarters in key positions such as weak flood control points, and carried out emergency rescue operations such as on-site control, relocation and rescue.

  In Shapingba District, the working group of the Municipal Emergency Management Bureau went deep into ciqikou ancient town and other weak flood control links to provide on-site guidance and help. Yang Da, director of the Political Department of the Emergency Management Bureau of Shapingba District, said that Shapingba District set the office space of the headquarters in Ciqikou Street, the most severe situation, so as to grasp and release the latest flood situation in time, hold a meeting of the headquarters in time to study the flood control work, and urge all flood control and disaster relief measures to be put in place.

  In order to grasp the flood situation and danger in real time, the Tongliang Flood Control and Drought Relief Headquarters Office (Emergency Management Bureau) organized emergency management, water conservancy, public security, planning and natural resources, construction and other units, as well as flood control experts, emergency rescue teams and militia emergency companies to be on duty 24 hours a day.

  In Tongnan District, according to the "three-level flood fighting and rescue command system", the emergency department has set up on-site emergency rescue headquarters in the low-lying areas and pre-judged dangerous areas along the Yangtze River, such as Shuangba Village in guilin town, and all 11 emergency rescue forces have been assigned to various points, and special personnel have been assigned to station for 24 hours, and personnel have been sent to strengthen inspections and patrols.

  In Hechuan District and Beibei District, under the unified dispatch and command of the local flood control and resistance headquarters office (Emergency Management Bureau), the rescue forces are continuously increasing. "Since the early morning of August 18, all the staff members have gone offline and reported to the street where they live.
