At present, the epidemic situation in foreign countries continues to intensify and spread, and sporadic cases and local aggregated epidemics have appeared in many places in China. The situation of epidemic prevention and control in our city is still severe and complicated. In order to do a good job in the prevention and control of the epidemic situation in our city, consolidate the hard-won prevention and control achievements, effectively control and reduce the risk of epidemic spread, and safeguard the health of the general public, we hereby notify the relevant matters concerning the prevention and control of the epidemic situation in COVID-19 during the New Year’s Day and the Spring Festival as follows:
First, reduce mobility
1. Advocate citizens not to leave Zhengzhou or go out of the province unless necessary, not to medium and high-risk areas and counties (cities, districts and banners) where they are located, and not to other counties (cities, districts and banners) where they are located unless necessary, so as to minimize cross-regional mobility. In Zhengzhou, enterprises reasonably adjust the time of holiday and return to work according to the actual situation, and guide migrant workers to return to their hometowns at the wrong peak. Colleges and universities in Zhengzhou scientifically formulate plans for leaving school in winter vacation, and arrange for students to leave school in batches.
2. Zhengzhou citizens who advocate working, studying and living outside, in order to avoid the risk of infection during the trip and better protect themselves and their families, try to stay in the local holiday and greet their families through WeChat and telephone. Personnel in high-risk areas and counties (cities, districts and banners) where they are located; In principle, employees in key industries such as land, aviation and water ports who have been out of work for less than 14 days, have not reported to their units and have no negative certificate of nucleic acid detection for 48 hours, and are exposed to entry personnel, articles and environment, centralized isolation places, designated medical institutions, fever clinics, imported cold chain food processing enterprises, and transportation tools are not allowed to enter (return) Zheng.
3. Those who really need to return to Zheng must contact the community (village) in advance to understand Zhengzhou’s epidemic prevention and control policy, return to Zheng with a negative certificate of nucleic acid test within 48 hours, and pass the "Zheng Hao Office" APP: Epidemic Service &rarr 3 days before returning to Zheng; Other services → Registration and management of personnel returning to Zheng, reporting and submitting according to the facts item by item; Or you can call the community (village) for filing. Violation of epidemic prevention and control laws and regulations, concealment, false reporting, delay in reporting travel information or failure to actively report for registration, and failure to cooperate with epidemic prevention and control work, resulting in serious consequences, will be severely dealt with according to law.
4. Overseas personnel entering (returning to) Zheng, and personnel entering (returning to) Zheng in middle and high risk and related areas shall implement corresponding epidemic prevention and control measures such as centralized isolation medical observation, home isolation medical observation and nucleic acid detection after returning to Zheng; People in non-epidemic areas outside the province who have no track connection with confirmed cases or infected people, and qualified employees in key industries who have entered (returned to) Zheng from outside the city, will cooperate with the community (village) to complete self-health monitoring for 7 days after returning to Zheng to avoid gathering and reduce going out.
5. Party committees and governments at all levels, enterprises and institutions, and colleges and universities should do a good job in the service guarantee of the personnel staying in Zheng in their respective jurisdictions, enrich the festival cultural life, strengthen the material supply guarantee, and scientifically arrange the rest, so as to ensure that the personnel staying in Zheng have a happy, peaceful, healthy and safe "double festival".
Second, reduce aggregation
6. In accordance with the principle of "not holding unless necessary", the party and government organs, enterprises, institutions and industries in the city will cancel the activities such as group worship parties, dinners, annual meetings and large-scale condolences, and strictly control the activities such as exhibitions, sales promotions, cultural performances and sports events. Reduce the number of rural fairs and temple fairs, strictly control the flow of people at fairs and temple fairs, and it is strictly forbidden to hold performance activities at the fairs and temple fairs. Advocate citizens to reduce family gatherings, and family gatherings should not exceed 10 people. Advocating "delayed weddings, simple funerals and no banquets", if it is really necessary to hold a reduced scale, it must be reported to the local community (village), and the banquet shall not exceed 5 tables (each table shall not exceed 10 people).
7. The city’s supermarkets, restaurants, hotels and other public places strictly implement measures such as scanning code for temperature measurement, ventilation and disinfection, and wearing masks. Mobile supervisors are set up in closed public places to supervise and persuade personnel to wear masks scientifically and regularly throughout the whole process. Those who are discouraged and affect public order will be dealt with by public security organs according to the law and regulations.
8. The city’s tourist attractions, theaters, cultural and entertainment venues and other public venues to implement the "limited, scheduled, peak-shifting" requirements, in principle, the upper limit of indoor reception personnel shall not exceed 50% of the capacity, and outdoor shall not exceed 75% of the capacity. Film screening places should increase the interval between films, extend the rest time between films, and put on airs at different times in different cinemas to avoid audience gathering when entering and leaving the cinema. After each screening, the cinemas should be fully cleaned and disinfected.
Third, strengthen testing
9. All hospitals that can provide nucleic acid testing services in the city implement a 24-hour working system, and people who only do nucleic acid testing are exempt from registration fees and outpatient consultation fees. In addition to the five districts of the city (Zhongyuan District, Erqi District, Jinshui District, Guancheng Huizu District and Huiji District), all township hospitals and community health service centers in the airport area set up nucleic acid sampling points. All nucleic acid testing institutions fully implement the appointment service, providing the public with telephone, mobile APP, WeChat applet and other appointment methods. The public can choose single sample testing or mixed sample testing. Rural clinics and individual clinics are not allowed to treat patients with fever, do not prescribe antipyretics, and do not sell antipyretics.
10. Personnel who enter (return to) Zhengzhou in China’s medium and high-risk and related areas, and in epidemic-related areas where newly infected people have been announced but not yet designated as medium and high-risk, during the "three-day, two-inspection" period, do a good job of personal protection and go to the nearest nucleic acid testing point for 1:1 single sample testing; Personnel entering (returning) Zhengzhou from non-epidemic areas outside the province can choose 5:1 or 10:1 mixed samples for testing; The yellow-coded personnel who receive the SMS reminder of "three days and two inspections" can sample and test at any nucleic acid sampling point by SMS.
Fourth, strengthen responsibility
11. All units (places) should conscientiously implement the legal person’s main responsibility, and ensure that there are protection guides, prevention and control management systems, protective materials and equipment, emergency plans and reserved isolation places; Implement measures such as employee whereabouts management and health monitoring. A Letter of Commitment on Epidemic Prevention and Control must be signed in a closed public place, and publicity boards of units and persons responsible for epidemic prevention and control must be placed or hung in a conspicuous position. Employees on duty must complete the whole vaccination. Closed public places such as entertainment places, internet service places and bath centers need to establish employee nucleic acid detection ledgers, and all employees should carry out nucleic acid detection every 7 days.
12. The general public should strengthen their awareness of protection, wear masks correctly, wash their hands frequently, ventilate frequently, and keep a safe social distance of "1 meter". In case of fever, cough, diarrhea, fatigue and other suspicious symptoms, wear disposable medical masks or above, go to the fever clinic of the local designated hospital for investigation and diagnosis in time, take the initiative to accept nucleic acid testing, and avoid taking public transport during medical treatment. People who meet the vaccination conditions should be vaccinated with Covid-19 vaccine and strengthened needles at the vaccination sites in their jurisdiction, so as to reduce their own infection and risk of illness and jointly build a population immune barrier.
The general public is welcome to supervise the epidemic prevention and control work. If it is found that the epidemic prevention and control measures such as code scanning, temperature measurement, supervision and persuasion of people wearing masks in the venue are not implemented, employees are not wearing masks scientifically, and employees are in closed public places with illness; Concealing the illness, concealing the travel information, concealing the history of close contact with confirmed cases or suspected cases, and failing to implement isolation observation measures as required; Other problems that violate the requirements of epidemic prevention and control work or may cause hidden dangers of epidemic spread, please call all districts and counties (cities) to report the epidemic prevention and control supervision and reporting telephone number in time.
