Watch out! Your lost ID card may be being sold at the price of 50 yuan.

Xinhua News Agency, Beijing, November 27th Question: Be careful! Your lost ID card may be being sold at the price of 50 yuan.

Xinhua News Agency "China Net" reporter Wu Jianfeng Tang Tao Dong Xue

After losing your ID card, you can sit back and relax with a new one? Recently, a reporter’s investigation found that the lost ID card doesn’t mean that the function is invalid. Due to the technical weakness of the current ID card, some merchants take this opportunity to engage in illegal business, and openly collect and sell ID cards at the price of 50-300 yuan in Baidu Post Bar. These ID cards, which become "commodities", are often used for illegal purposes, bringing many future troubles.

A large number of ID card trading information flooded the post bar.

"Buy an ID card! Not under 85 years old, male ".On November 13th, a user posted on Baidu’s" Sanhe Dashen Bar "to buy an ID card. On the same day, several sellers left contact information in the comments, and one of them claimed that" I will sell you several pieces at 50 yuan when I come to Zhuhai ".

"I lost my ID card, and I want to get one." "I want an ID card, male, 25 years old" … … In this post, similar words are too numerous to mention. For some users, the ID card has become a commodity that can be bought and sold freely. The first thing to do after losing the ID card is not to reissue it, but to post the age, gender and even appearance characteristics, waiting for the seller to take the initiative to leave contact information.

In addition, there are many sellers who go directly to the post bar to sell their ID cards. Similarly, just leave the relevant information of the documents, and buyers will come to consult.

In the "Longhua Sanhe Bar" and "Guiyang Bar" and other post bars, similar posts have appeared. The reporter searched for the keyword "buy an ID card" and found that in order to avoid supervision, a large number of sellers chose to post similar questions such as "Where can I buy an ID card" on the personal homepage of Post Bar, and then left contact information in the form of self-questioning, and the relevant information reached hundreds. It is worth mentioning that under the information released by multiple accounts, there are replies from "Zhuzhou Internet Police" requesting to delete information.

The reporter randomly contacted several sellers to inquire, and learned that the price of an ID card is often between 100-300 yuan, while some sellers specializing in this business are relatively cheap. One of them said, "50 yuan has an ID card, and 300 yuan can bring a bank card and a mobile phone card."

Some sellers also provide "customized" services. Buyers can select features such as "round face" and "small eyes" or send their own photos. Sellers select ID cards with similar heads, and then both parties can complete the transaction by express delivery or offline.

How many uses does the bought ID card have?

According to several sellers, most of these traded ID cards were "acquired" or "picked up". A seller who once worked as a network administrator told reporters that all the documents in his hand were lost by customers during his work.

So, where are these ID cards used? The reporter consulted a number of sellers on the post bar on the grounds of buying a certificate.

One of them said that buying a certificate is for surfing the Internet. The information posted by many users on the Post Bar also confirmed this statement. In Fuyang Bar, one user posted that "because of the opening of Internet cafes, three abandoned ID cards over the age of 18 were purchased".

In addition, a seller suggested that it can be used to stay in a hotel. When a reporter questioned whether the photo was inconsistent with himself and could pass the inspection, the other party responded: "People will change. Pick something like it, as long as you don’t stay in a hotel, there will be nothing."

Another seller recommended several post-80s ID cards and said that they can be used to open online stores and take trains. On the post bar, there are also many users who posted that they bought multiple ID cards because of the need to open online stores. In this regard, an online shop staff told reporters that if an online shop is suspected of selling illegal or pirated infringing goods, it can pass on the risk by registering with someone else’s ID card. Not only that, if the owner makes a loan in the name of an online shop, the original owner of the ID card may also face credit problems.

After combing the relevant media reports this year, the reporter found that cases of fraudulent use of other people’s ID cards have appeared in many places, and the uses involved are varied, including registering a car online, starting a company and even fraud.

"In many people’s impressions, if you lose your ID card, you just have to report the loss and reissue a new one, so it doesn’t seem to make sense to resell the lost ID card. In fact, after the loss is reported, the electronic chip in the ID card can still be identified. " Insiders said. In this regard, the reporter asked the relevant personnel of the certificate technology department of the First Research Institute of the Ministry of Public Security. The other party said that from the current technical point of view, after the certificate is lost, its chip can still be used.

How to avoid identity cards becoming "stealth bombs"?

For the owner, the lost ID card is like an "invisible bomb". Gao Yandong, an associate professor at Guanghua Law School of Zhejiang University, said that the current second-generation ID card does not have functions such as electronic password like other cards. After reporting the loss, it is impossible to stop using the card by modifying the password, and its related technology needs to be further improved.

"At present, there are still imperfections in the second-generation ID cards. For places that need identity registration, such as Internet cafes and hotels, you can only read basic information such as the date of birth and gender of citizens through ID cards, but you can’t see the lost or reissued information of ID cards." Cai Xiangnan, a lawyer of Zhejiang Quéven Law Firm, said that this is why some criminals go to great lengths to buy identity cards that look similar to themselves.

In this regard, Cai Xiangnan suggested that the loopholes should be eliminated as much as possible technically. "In the future, the third-generation ID card can add fingerprint identification and loss reporting systems, which will increase the protection of ID cards."

Since April this year, the central bank has carried out pilot verification of invalid identity card information in some areas. The bank will check whether the resident ID card is lost or invalid through the online verification system to verify the validity of the resident ID card.

Xia Xuemin, a visiting researcher in institute for public policy, Zhejiang University, believes that legally speaking, the identity card can be exempted from legal responsibility for fraudulent use after the loss reporting. However, judging from the actual situation, it is extremely expensive to recover the losses suffered by being fraudulently used after reporting the loss. "The key is to strengthen system networking, such as China railway system, banking system, human social security system, marriage registration system, education system, etc., and actively connect with the household registration ID card information management system of the Ministry of Public Security to achieve networked data comparison, even if the data cannot be updated in real time, at least once a day, so that the risk of fraudulent use will be reduced." He said.

Tu Chongyu, a lawyer of Fujian Zhongyu Hezhong Law Firm, believes that Post Bar, as an influential platform, should undertake the responsibility of daily review and prevent it from becoming a tool for criminals to engage in illegal activities. He suggested that Post Bar should adopt technical means to filter relevant sensitive words, and strengthen regular review and daily monitoring for words that cannot be blocked in time. At the same time, illegal information reported by users should be deleted in time after it is confirmed to be true.

Cai Xiangnan said that the third paragraph of Article 280 of the Criminal Law clearly stipulates that anyone who forges, alters or buys or sells resident identity cards, passports, social security cards, driver’s licenses and other documents that can be used to prove his identity according to law shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, control or deprivation of political rights, and shall also be fined; If the circumstances are serious, he shall be sentenced to fixed-term imprisonment of not less than three years but not more than seven years and shall also be fined.
